I use a free program called Paint.net Download and install that.
Then Open the pic with it. Hit F7 to turn on the Layers window, if it's not already showing. In that window click Duplicate Layer. Click the Effects drop-down menu then in the Blurs sub-menu click Motion Blur. Fiddle with the settings in there until you see something that seems like what you're looking for ... but that will be hard because you won't really be able to tell what the results will be until you start deleting, described coming up. BTW, I used -178 degrees for the Angle and 50 for the Distance. Click OK. Under the Tool menu, click Eraser and start erasing the blurred layer so it reveals the un-blurred original layer below. Changing the Eraser's Hardness to something around 0 will make the results more forgiving / less harsh. The idea is to erase the areas where it doesn't make sense for them to be blurry, like in front of the bike and above it.
Good luck. Took me a lot of practice even to come up with the quick blur I did there
