Save yourself all the effort and install led bulbs.

Too late! I can say that readjusting the angle is probably as beneficial as brighter bulbs
That's what I did, up a little and out a little. Made a huge difference but not so much people seem to hate me for it.
I would be interested though if LEDs cut down on night riding bug splatters... LEDs are natural "bug lights" because bugs are attracted to ultraviolet spectrum and just by their nature LEDS produce a narrow spectrum of visible light and usually little to no ultraviolet (unless intended to do so).

I've done a small bit of night riding and I can't say there's a big difference in bug splatter. I don't have any heated gear so my winter riding is pretty limited at the moment. I'll have to check that theory out next summer.
